Allocation Assignment
An "Allocation Assignment" is an application to trade or move water from one licence to another. It can be moved between your own licences or you may wish to sell your water through a broker.
Surface Water assignments
If you wish to buy or sell water within a regulated river system you are required to complete a Form 71 for surface water assignment.
Groundwater assignments
If you wish to buy or sell water within groundwater sources you are required to complete a Form 71 for groundwater assignment.
If you wish to buy or sell water within groundwater sources managed under the Water Act 1912 you are required to complete an Application to Assign Groundwater Allocation Water Act 1912.

S91I Application Form
On 1 January 2009, it became an offence under the Water Management Act 2000 to take water if your metering equipment is not operating properly or is not operating.
If your metering equipment is not working then you must immediately stop taking water. You cannot take water until either your metering equipment is working or you have received written authorisation to take water from State Water or the NSW Office of Water.
